Which OS/OC to maximize performance?

Debating which os for a couple of rigs for max performance, as well as recommended safe setup overclocks as im sure they're known by now

965(stock) on 880gma-ud2h w/Arctic Freezer Pro 64 (92mm) seems pretty cool so far
8gb 1.65v ram @1333 9-9-9 or 1600 11-11-11 PGD38G1600ELK (can't find a way to push it stably to rated 9-9-9-24 AMP/AOD-BEMP not available on 880)
antec ea350w, hd4250 igpu, ocz vertex180 120gb ssd

currently on win 7 pro x64, which is not as snappy as i had hoped, but that could be Comodo's fault (CIS "premium" lol freeware)

1090t(stock) on 890fxa-gd70 w/Scythe Mugen 2 rev b, think it's fairly cool, will update
8gb of same ram, still putting it together, no os (thinking W10 pro x64), checking what i can do with ram from bios soon, will update.
currently on CM 450gx, wd2001(fass?) 2tb hdd

there are two gpus at present, gtx 460 and gtx 560

one is going to be a basic use computer (probably 965/880)
one is going to be a workhorse/streaming dedicated rig (probably 1090)

I've got a line on cheap parts from this era and im open to any hardware switches or purchases (cheap)
I've got a quote on a gtx 680 for $70, which is more than i want to spend, and probably dont need.

I've also got a Noctua nh-d15 on my 4790k, but I really dont think switching it with the scythe would be a smart move...

Do your own research and testing, both for peace of mind that (a) What you're reading is true, and that (b) Your gear ain't defective!

Here is a video of the black sheep of the family Ryzen 1400 on Windows 10 64 Bit Home paired with the Power Color RX 570 4Gb ($129) on DX 12 .. noting is overclocked and memory is at 2400Mhz for Ryzen running 16Gb of G Skill .. just a sound build on a budget that is now owned by the 1600 for budget king
