Ryzen 5 3600 + MSI B450 Carbon Gaming Pro AC - can you get 3600x OC with stock cooler ?

Ryzen 5 3600 + MSI B450 Carbon Gaming Pro AC - can you get 3600X Overclocking with stock cooler ? And also reduce some voltage to make it cooler ?

What settings do you use on this MSI black and white bios, can you make a detailed guide to the correct settings to achieve this ?

Ryzen 5 3600 3.6/4.2
Ryzen 5 3600X 3.8/4.4

I know, what i am asking is what is the best way to overclock Ryzen 5 3600 3.6/4.2 to Ryzen 5 3600X 3.8/4.4 levels ?
This is static overclock all cores to 4.3GHz :

What i want is 3.8 base / 4.4 boost.

I also would like to know where this guide is. The only guide I have found is thru these AMD CPU forums under the CPU stickies, but the guide is only for Ryzen 7.

Get 200 mhz for $100 closed loop cooler or spend the same and get a 3700x and at stock beat the 3600 overclock
