Ryzen Master vs Hwinfo effective clocks on Zen2

Which one is more reliable? Im playing again with BCLK to see if those frequencies are real or fake, if hwinfo effective clock is reliable then ryzenmaster just shows the multipler that the CPU is using...
Example 4380 reading with ryzen master (43,75 x 100 bclk) while hwinfo effective clock 4443 (which is averaged 43,75 x 101.8 = 4443)

Ryzen master just shows the multiplier x 100(even if you're really running 99.8 or some other number).
