With that setup and the games you play, you should get constant over your monitor's refresh rate frames, especially at 1080p, your hardware is more than capable. For the memory, I saw:
Memory: Corsair Vengance LPX 2x8GB DDR4 DRAM 3200

That ram will hit 3200 on zen2 no problem, probably even more if you tune it. One thing that is very important for zen2 regarding smoothness and test results is the infinity fabric clock, you need to make sure those and your ram are in sync. So if you run your ram dual channel at 3200, the IF clock has to be set to 1600, as this will provide the best results. I suspect your bios settings are incorrect, or you have driver issues. Your hardware can run all of this and much more so I don't see a bottleneck there. Another thing you should do(if you haven't yet) is download the AMD chipset drivers, this will give you the correct power plans for zen2.

Then it depends on bios settings, but they are fairly simple to figure out once you have the correct firmware installed.

r5-3600 with 3000~ scores? man it seems as if your cpu is either heavily underclocked or undervolted, my r5-1600 got 3020 score at 4.1ghz usually i get like 2960~ at 4.0ghz it's definitely something wrong here, especially that i run much slower ram 2933mhz here. Yours scores should be around 3500-4000p


What i would suggest is:
go into bios
look for power saving options
turn them all off
then look for cpu voltages
check what voltages you run and compare with others results with cb20 benchmarks on hwbot.org

What is your cpu cooler? temps during cb20 run?

Just realized, he's probably got a bad cooler mount and his cpu is constantly throttling, we really need those temp numbers from hwinfo. I suspect with everything said, it is probably throttling, the good news is that this is easy to fix(inexpensive at least), so come back with some more data and I'm sure we can help you out.
