R5 3600 Overclock

Hello I have searched Googled but i cannot find info on how to overclock but keep the idle speed at around 2.2ghz. The reason i want to OC is i dont like the all core turbo which sitts at 3975ghz when running Cinebench 20, i have tried PBO and all auto overclocks that i can finde but it stil wont go passed 3975ghz when all cores are used, single core goes up to 4100 to 4175+/-. I have used Ryzen app. to overclock and can set it at 4.2ghz with 1.3v which is lower voltage than stock, my cpu is cooler than stock at 3975ghz 1,36v. When manually overclocking my cinebech goes from 3520+/- to 3740. The downside of the manual overclock is that it is always at 4200ghz it wont go down to idle speed. The reason for this post is to find out is it posssible to do a manual overclock and keep the idle speed.

My specs.

R5 3600
Asrock x570 Steel Legend ( nevest bios AGESA 1.0.0.4 Patch B )
Ram ( cmk16gx4m2z3600c18 )
Gpu 5700xt

I think only the chips ending in X can be user OC'ed

set windows power plan to balanced and have vCore set to either adaptive or offset.

then how is OP OCing?

non X and X AMD CPUs can all be OCed.

Does not matter if clocks do not downclock. Observe your vcore and power wattage if they downclock. If they do, then the CPU temp should be going down, too, at idle. Not gonna hurt the cpu.

Only through PBO the core speed will be variable or at stock boost settings.

Pbo OC does absolutly nothing but heat up the cpu, manual OC is what i am looking for but as i said it does not downclock its always at 4.2 ghz i will try again and i will monitor the voltages, but i do know temps are lower becouse i limit the voltage at 1.3volts.On my FX 6300 on aMsi mobo OC was so simple and straight foward.

At stock settings my 3600x boosts from 3xxx to 4300mhz according to the load.
You don't have this?
