R5 3600 Overclock

Hello I have searched Googled but i cannot find info on how to overclock but keep the idle speed at around 2.2ghz. The reason i want to OC is i dont like the all core turbo which sitts at 3975ghz when running Cinebench 20, i have tried PBO and all auto overclocks that i can finde but it stil wont go passed 3975ghz when all cores are used, single core goes up to 4100 to 4175+/-. I have used Ryzen app. to overclock and can set it at 4.2ghz with 1.3v which is lower voltage than stock, my cpu is cooler than stock at 3975ghz 1,36v. When manually overclocking my cinebech goes from 3520+/- to 3740. The downside of the manual overclock is that it is always at 4200ghz it wont go down to idle speed. The reason for this post is to find out is it posssible to do a manual overclock and keep the idle speed.

My specs.

R5 3600
Asrock x570 Steel Legend ( nevest bios AGESA 1.0.0.4 Patch B )
Ram ( cmk16gx4m2z3600c18 )
Gpu 5700xt
