Poor PBO on my 3960x


I'm yet to see on my 3960x anything higher then 4400 on PBO. I have enabled PBO set + 200MHZ and set scalar to x10, but it still does not help to get 4.5.
What is the the issue ?

My 3970x is able to hit 4.5 on two cores using the same settings - PBO +200Mhz, scalar x10
Nothing else was touched apart from RAM being on 3733.

Well if you want 4500Mhz then try EDC BIOS tweak,suggest value for 3960X EDC 30A
