I don't know why people think next-gen console ports are magically going to require much better hardware than they currently do. Sony has been use 6+ core processors in their consoles for two decades. The Xbox One has an 8-core CPU. Developers want as many people as possible to play their games. The minimum requirements for games aren't going to make astronomical leaps just because new consoles are coming out.

I'm not sure what the RX 5500 XT replaced, but it wasn't the best purchase to make these days. Usually in that price range, it's better to go used. You should have been able to get a used GTX 1070 for about the same amount. New GPUs should be coming out later this year and that will shift pricing down.

I actually did look quite a bit for some used deals, didn't find any I found to be a good deal for three or four weeks.

Most of the used GPUs were priced outrageously high. Plus the 1070 is maybe like 5-10% better based on benches.

I got the 5500 8GB for a very low price + it does what I need it to do. I don't game as much as I used too but if I did, I would have probably spent more and gone for a 5700xt or the like.

It replaced a 7950 (dont laugh )

No reason to laugh. Everyone has their own budget they assign to their hobbies.

If you're wanting to upgrade your CPU for better gaming performance, you won't have to do that quite yet. I will say that after moving from X58 to Z390, I wish I took the plunge sooner.
