Now that you have posted your RAM timings, I am assuming you have tried relaxing them ?

As their are many peeps who have seen that CL14 can cause issues compared to CL16 which may point to the motherboard doing "auto correction" on the tight timings that may be the cause of the issue you are seeing

First try setting your SOC Voltage to 1.18V.

You could also try disabling C-states and AMD Cool & Quiet.

I had issues with different applications stuttering with them on, seems really random though. With them off no issues.

But yeah unfortunately, it seems like more people are having weird issues with radeon gpus than nvidia atm, just an observation.

Here is a few minutes of playing hell let loose. https://imgur.com/a/4UktFbz I know what most of you are going to say about overclocks not being stable etc. GPU has been run through extreme test bench settings passing 99% or higher in 3d mark stress tests, has been run through OCCT tests for all components various times and length of that time extended. The case of why I put strongly my gpu OC does not matter is due to this can be at any setting, underclocked, stock, underclocked. Won't matter stutter stays.

BIOS settings have c-states disabled, amd c&q disabled, power settings maxed out, also have set things to optimized defaults. Tried loosening timings and also keeping ram at stock and supplying standard 1.35v. I do not have xmp/docp enabled settings for memory and manual 36x multiplier. Am going to try raising SOC V again though and going to try prior suggestion of disabling hpet

I'm gonna ask this - have you tried running your PC with an Nvidia card? Try running bcdedit /deletevalue useplatformclock as well as bcdedit set disabledynamictick true and restart your PC. If that won't change anything then try bcdedit set useplatformclock true and see, most likely it will break things and if it does then just /deletevalue it.

You are also using the Amd Ryzen power plan, yes?

This allows the cpu frequency to update more frequently.

this, and this is why I got rid of my 3950x... Even with ccd0 @ 4.6 and ccd1 @ 4.4... my game performance was all over the place. multi formats with clean OS installs trying all sorts of different drivers for everything, NEVER made the system smooth. You have 1.35v on the GPU? Isn't too much? I cannot see the rest of the readings. Can you upload a sceeenshot of the whole thing like so . . .

By Built-in Benchmark Queen:
My 2.5 years old delidded 7980xe @ 4600mhz all core with 49ns memorylatency (4000c16 twekaed) is faster than 3950x max overclocked on water in every scenario. Pretty good for a ancient cpu
In gaming it has no chance vs my new 10900k @ 5400mhz and 4600c16 tweaked memory. ~35ns memorylatency.
