Please Assist 3950x Stutter Case W/ 3 GPU Swapped

The system 3950x, x570 A Extreme, 32gb DDR4, 1250w platinum PSU, 5700xt, swapped to Vega 64, then to Radeon 7, and alternated between them all. proper DDU performed each time, used cleanup util, ensured chipsets are updated, have recently performed full clean install of win10.

Every game title has a constant stutter seeming when new textures/area of a map (not very long distances at all though) or just occasionally when not demanding even. every few second, 10-15 at seconds often and in-between at random. has it's strides of smooth then doesn't and gets horrid u&down. I mean Xbox is better than the pc at this. Have run OCCT&P95 for stability I have just the normal PBO turned on. Things have been set to optimized defaults and the stutter stays the same. Drivers have been updated/tried various bunches. Have updated bios' and tried multiple from f10- on. Have had the board since launch and tbh the whole time have had nothing but problems with this rig and stutter has been here throughout every bios.. By product of 3950x and gaming? Not sure.

Bad chip? I can upload images to be quick what occurs is GPU clock speed and usage drops abnormally, when running any GPU stress test or CPU stress test though both components seem to validate fine. Then gaming is st st stutter. Recently "played" the hunt and it gives details statistics of cpu to gpu latency and frame rendering time, the game actually runs decently compared to something like mordhau, but when it does load into newish areas or you engage in an area with more npc/ something slightly more demanding it will spike a stutter a every few moments and the latency or the cpu rendering time was getting REAALLY high to 98.3ms and 20-30ms' for it's time and then steady out for a minute until it happens again. AMD worst purchase made is it really the GPU drivers causing this??? Seems to be that I cannot take it anymore. Cannot play games enjoyably.

Check and make sure Win10 Game Mode is off.

EDIT: When you game, have HWINFO64 run in the background and check after about 1/2 hr. Take a screenshot and post here please. It should show all the readings, esp the Max temps of cpu and gpu.

By Built-in Benchmark Queen:
My 2.5 years old delidded 7980xe @ 4600mhz all core with 49ns memorylatency (4000c16 twekaed) is faster than 3950x max overclocked on water in every scenario. Pretty good for a ancient cpu
In gaming it has no chance vs my new 10900k @ 5400mhz and 4600c16 tweaked memory. ~35ns memorylatency.

If possible test with a different PSU.


Also check your hdd for any errors.

Personally, I gave up on amd graphics. Go nvidia homie - you wont be disappointed.

Be sure HPET is turned off. I had a stutter - most visible in 3DMark TimeSpy - every few seconds, frame rate would drop. I turned off HPET in Device Manager, and it was gone - CPU number went up from 11,000 to 13,000!.

Thank you all for the replies, I have windows game mode turned off, have tried it with it turned on as well and seems the same. I am running the GPU in PCIE x4 mode set manually in bios ATM. Though I have tried manually with it set to PCIE x3 and made no difference (same with auto).

RDR I just got on so I am going to begin gaming soon and will upload you a few snapshots of what hw info is like. To the others my DRAM is set to 3600 cl14-14-14-14-28 tightened secondary timings using dram calc, SOC at 1.075v, DRAM 1.49v. Have set the pc to optimized defaults and the stutter is no difference. Raised voltages, lowered clocks, etc. Have not tried HPET yet will see if that helps and keep this updated.
