Every chip is different. What I'd recommend is set it to 1.3V, then test with a known workload of yours or something equivalently stressful. Then, reduce the voltage in 25mV steps until you see a change in performance or instability. Once you find the unstable point, then increase voltage a step or two, then test extensively for stability. At that point, you should have the lowest possible temp for stock function.

You need to throw single thread stress as well after you find that point as the boost speed for single core may require a bit more voltage than all core load.

That is very general guidance.

I think after testing for stability you will end up between 1.15 and 1.25V for Vcore.

That should be fine. Also running blender runs. Making sure it can pass the CPU sisoft Sandra. Putting cinebench 20 in loop for an hour or two.

Well ran Cinebench r15 and the whole CPU throttled. This is with a Noctua NH-U9 TR4-SP3, so have full die coverage. Was only in the 2100 MHZ range. What could be wrong with this thing? Do I need to re-seat the cooler?

In HWInfo If I am looking at Node 1 and Node 0 it shows two CPU temps, tctl and tdie. It looks like tdie is that magic 27 degrees less number. Which of these does the chip decide it should throttle on?

Also what are ball park voltage ranges for the 1920x at certain Overclocks? Like 1.3v I can expect what exactly?

Well my ultimate test is the real deal. A full BOINC loading of my four projects. But I like Prime95, Option 15, all cores, Option 11, 24K, 24K 2000MB per instance and run for an hour. If that doesn't trip things up, I usually can count on it.

I think that cooler might be insufficient. I use liquid cooling,custom in fact. The chip throttles on Tdie. In fact it will ramp clocks up to maintain whatever it can achieve at just under 68°C. without throttling.
I stay around 1.34 -1.38V at ~4100Mhz and stay under 68°C.

Is 4.0 or 3.9 possible at around 1.3 volts?

I decided to get some second hand ram sticks, went from the Gskill 2133 Hynix (2800mhz OC) to Corsair 3600-Bdie (currently at 3333mhz)

Going above 3400mhz caused memtest errors for some reason. Time to tune some timings!
