You can set it at whatever you like, up or down. The farther you go away from your starting point the less chance it will be stable, without making more adjustments to either timing and/or voltage.

yes i understand that, but if its [email protected] , surely i shouldnt be pumping 1.4v in for 3466 [thats what the DRAM calculator for ryzen by 1usmus says], i have finally got it stable @ 3466 14-15-14-26-44 @ 1.36v, i will continue to fiddle..... but i still don't trust what this dram calculator says

This is absolutely not true. I am using PE4, the multiplier changes as needed and it definitely downclocks.

Do you use a voltage offset? or on auto?
I was able to get PE3 to work, but when i tryed PE4 i still had RAM stability problems. might give it another go

I use a -0.125 offset and hit all cores in the near-4.2 GHz range and single core around 4.3.

I did have to futz around with some other settings to get it to downclock and downvolt. If you want me to dump my BIOS settings and post them, I can when I get home this evening.
