Does All X570 MB have active cooling on PCH?

Since the new chipset for PCIe4.0 requires upwards of 11w of power, yes.

You can always just put a taller passive cooler on it yourself, but I doubt you're going to see any stock boards like that because of compatibility reasons.

Short answer - no. The TOTL boards will have extra heatpipes instead of a chipset fan.

I was reading yesterday that maybe a newer revision of the x570 boards pch could come without a fan .
I'm also not a FAN of the x570 fan debacle.

TOTL means top of the line indeed, take a look at the Aorus Extreme, you can see a long heatpipe alongside the first RAM slot:
