DRAM degradation/vsoc or broken mobo?

^ Title. Basically i have been able to hold up stable 3466 c14 28-42 at 1.50v 1.10 vsoc for a year, temps never went over 45c on DIMMs, now i can't go beyond 3200 anymore, gives f9 code.
CPU 2700x, mobo Asus C7H Wifi, Dimms G SKILL 16 gb 3600-17-18 (red not rgb) b-die kit.
This behaviour happened randomly when i started the PC and by various tries seems like it can't hold more than 3200 anymore. I also flashed new 2406 bios from 2403.
