I don't see many drip marks in the dust in the shots you took. seems like the top fan tossed most of it away, & whatever may have dripped went into the cpu cooler.
The boot I managed into safe mode is on my brother's PC with PSU, mobo, CPU, RAM, that are all guaranteed not wet. My drives from the wet PC are in and all recognized and showing up in safe mode. The GPU in use is a replacement I got off eBay

gotch'ya

assuming its all dry now, there's no harm in testing. The PSU will protect itself before it catches fire, & a dead GPU will either not boot, or artifact.

I've gotten a lot of things wet over the years, and have yet to have anything truly die.

No one thinks that GPU is working do they? It looks like it took a direct hit of the water, like a lot of it.
If it works in safe mode the issue is likely incorrect or corrupted drivers.

To fix that go to the microsoft Win10 download site and create a bootable USB and basically just do a version update over the original windows install. You may need to set the BIOS to boot from USB.

Note that as you have changed motherboards a non-retail windows may refuse to activate. If you had an OEM Win10 it is locked to the first motherboard it is installed on. If that occurs you will have to either ring Microsoft support and explain its a repair and not a new computer and get a code OR just put up with an unactivated Windows.

The GPU may be OK, the amount of water is not an issue it is more a question of whether anything shorted or got zapped from power spikes. There may however be long term issues with corrosion even if it still works, it may be necessary to thoroughly clean the card with some sort of contact cleaner.

i think he may have intentionally booted into safe mode? not sure, he slotted all his stuff, minus GPU n PSU into his brother's similar enough system. You'd think win10 would just be awesome n boot direct into windows. I mean, I just swapped an M.2 from an AMD notebook to an intel notebook & it booted fine, first try.

If I wipe and re-install Win 10, like I know it's got the option to do that within the OS without creating a bootable disk, will that take care of all the old drivers and get it ready for new ones? Referring to the option found in settings under "Update and Security > Recovery" section

is it just NOT booting into a normal win10? normally win10 would do all its own driver clean up in the background, unless store/update is disabled.

It boots and shows the Windows logo but the screen goes black and just sits there. Monitors show blue lights like they're getting a video signal from the card / mobo, but nothing gets displayed. Some type of driver issue happening..

Update; Can't reinstall windows 10 from safe mode... Gonna attempt to uninstall old mobo drivers and then try booting into regular Windows 10 and see what happens

i'd start with just one drive connected.

I just got done fixing an OEM for a co-worker, n it wouldn't boot into windows w. the old data drive connected.

I'd take a step back, step down to one drive, and one memory stick, then keep trying to get into windows with a different stick of memory.

Different stick of memory? The RAM is fine too, that's also from my brother's computer. The memory has nothing to do with it.

I just tried my old GPU in my brother's rig. I realize now I forgot to plug in the PCIe power cables from the PSU into the GPU, but when I hit the power button with the old GPU plugged into the working rig, there was a flicker of power, fans started to spin for a split second, then everything turned right back off. Now absolutely nothing happens when I hit the power button on the case.... Is that a short? Is something shorted? Also thought I smelt a burning smell for a second... Did I just fry this mobo too?

Update; Ok so I turned the PSU off and then back on and now it's all good. Rig turns on with the eBay GPU. It's now booting into regular Windows 10 after I uninstalled some drivers from device manager while in safe mode. Trying to install gigabyte drivers now. I'm getting some artifacting randomly, and twice in regular win 10 it's had a huge artifact and crashed. Like I lost the display completely while the rig was still running. Does that mean the eBay GPU is not functioning?

Cheers.

Put your brother's card in and see. If it boots, his computer is fine and your card is toast.
