My brother's card is toast, has been for years. I have my card that got water on it, and a card from Ebay. The card from eBay allows the PC to boot, but artifacts and crashes and I lose the display after a while. My card being in the PCIe slot caused the computer to die when I tried booting with it. So my GPU is toasted.

It sounds like both cards are toast. To make sure that the computer is still ok, does your brother's computer CPU have an iGPU? If so, see if you can get that to boot.

I got it booting with the eBay card again, this 4th boot it's stable so far, no artifacting. Yet.... No there's no integrated GPU on the CPU or mobo. It's a Gigabyte 990-UD3 Rev 3.0 mobo, FX 4100 CPU.

What is DDU?
Ok, sounds like his computer is ok. DDU is a video card driver removal tool (works for both AMD and Nvidia cards). For best results use in safemode. It gets rid of all traces and allows for a fresh install of a driver which can help you diagnose and repair problems with video cards.

I wouldn't think that would be necessary.... Before the water problem I had a 290, after the water problem I've got a 290X, it really shouldn't be a big video card driver issue. Currently on the 4th successful boot into Regular win 10, non safe mode, and it's lasting the longest so far. No artifacting at all yet. About to install the latest R9 290x drivers and then try launching a game and see what happens. If the card is toast I have a close friend offering me a free 280X and will get my money back from eBay for this non working card.

Yeah I might need to run and go grab that from my friend... We'll see

Any tips on installing video drivers in safe mode? Tried installing the latest one and it won't let me do it from safe mode, says the driver isn't signed. Tried booting windows with the option of driver signature enforcement being disabled, that didn't work. It attempted a non safe mode boot and I can't get into non safe mode any more for some reason.

EDIT:

Despite having a bad feeling about it, I proceeded to try a fresh install of windows with the eBay GPU in. It had the windows screen up and said "Resetting this PC... X%" got to 100%, appears to have done a reboot, and now I'm back to ground zero, no display.

Going to my friend to grab the 280x now and slap that in, hopefully that will get me up and running. Then I Think I might test out my PSU from my other computer. I have a feeling the GPU might be toast while my PSU might be fine... And my sound card should be good too hopefully.... Sound card was sitting right under the GPU when the GPU got hit with all the water. The GPU though dwarfs the sound card in size, I suspect it sheltered the sound card from the water damage, so hopefully that sound card still works.

EDIT UPDATE:

Ok... Got the 280 in, it's working. The Win10 reset stopped halfway through so it undid the changes and I'm back to my rig before it got wet, just with a 280x that rattles. Any help to fix a GPU fan rattling would be great, and now I'm having another problem. My right monitor doesn't seem to get a signal from the graphics card. I tried two different DVI cables on it, and tried using it via HDMI, and can't get it to come up. It's detected in the display settings menu of Win10 but it won't let me extend to the display. Could this just be a driver issue or something? Left and center monitors work just fine with the same cables I used on the right monitor... Right monitor turns on, has a blue light for a little while, then no matter what's plugged into it says there's no signal detected, goes black, and the light turns orange...

Also can't seem to get my speakers to work through the onboard sound card on the motherboard, seems the driver isn't working, tips here? Should I just do a clean install of Win 10 anyways? It's already showing as a not valid Windows because of the mobo switch as suggested it would...

Another update:

Got audio working on Xonar DG sound card from the wet rig. Would still like onboard audio working as I like to have speakers plugged into mobo sound and headphones in my sound card so I can swap when I want...

Yet another update:

It would appear my old R9 290 that's now fried was unique in its ability to support 3 monitors without using displayport. I think this new 280x requires I use display port for at least one of my monitors. I've ordered an Active Displayport to DVI cable and will receive it tomorrow to attempt to restore my 3rd monitor. In the mean time, this leaves me only with the rattling problem on the GPU fan that I'd like to solve, and the issue of the motherboard's onboard sound not working. Any help with these issues would be appreciated. I attempted to reinstall mobo sound drivers already and that did not seem to work...
