voltage question

Soooo I dont know all the information I should add here. But anyway quick rundown of the machine. 3700X, Asus Crosshair VIII Hero mobo, 32gigs of ram. Anyways I overclock my cpu to 4.2 all core. An had set my vcore to manual to I believe 1.35v... While usually maintaining everything else on auto. I disable to auto OC and set my rated XMP for my ram. Anyway when I check my Ryzen Master, or HWInfo64 my current voltage is 1.1v instead of my manual 1.35v in BIOS. Is this due to an Auto setting in LLC??? or what. So, more or less i'm not understanding this issue and if anyone has any ideas????? I dont know what other kind of information I can also give other than my bios are current an up to date 0803 Though i'm not a crazy experienced overclocker. Soooooo yaaaaa. Please, if anyone could shed some light to me or help in any manner would be very much appreciated
