Lucky AMD Boards! X470 CH7

Have to RMA my x570 due to wifi card. Tried using my x470 but now that doesn't work either. System will boot if left on auto voltage control. If trying to use any offsets or manual voltage that causes the board to go below 1.35v it will crash or not post to windows and stay on ROG screen with a debug code error 8. Have tried 2 fine working cpus. This is on an x470 CH7. Re-sat CPU, trial & errored all memory sticks, tried another GPU, reset CMOS and pulled/placed back in CMOS battery. Any suggestions on how I might fix this problem?

do they work and post when set to stock values?
if so why below 1.35V ?
which cpu ?

Yeah stock voltages things seem to work. not sure at all why but if its 1.35 or below it gets stuck on the ROG loading screen and doesn't post to windows. Error code 8, and if it does get to windows it just blacks out and shows error code 8. I think this is a bad motherboard too I had disabled VRM spread sprectrum and noticed my voltages were going as high as 1.65v after this. Turned the feature back to off/auto and never been acting the same since. I know its not the CPU because the new 3900x I got works fine and does the same thing in this board. Right now just trying to use a 2700x
