Actual dram voltage lower than set

I'm having an issue with my dram voltage. If I set xmp, my bios will try to set dram to 1.35v, but after restarting, bios will show that dram voltage is only 1.33-1.32v.

Whats more, under load, dram voltage will droop down to 1.31v as shown by hwinfo.

I have to manually set it in bios to 1.4v, and bios will then display 1.38-1.37v, with under load drooping to 1.36-1.35v.

What should I believe? The set dram voltage, or the bios displayed and hwinfo displayed voltage?

Also is this an indication of the some faulty hardware? I was thinking maybe power supply?

Memory droop is normal, I suppose you will get more than most since you run 256GB ...
