X470 Taichi should have a strong enough VRM to at least handle the 12 core but not sure I'd trust it with the 16 core 3950X. Swap the 1200 for a 3600/3700X/3900X when the 7nm launch.

RAM is B-Die and can OC fairly well. You won't be able to hit more than ~3466 with the 1300, but from the leaks on 7nm they seem to handle at least 4000 just fine.

Not sure why you said you'd need new storage and cooler, just add whatever you want if you need something new to replace them.

You can buy AM4 mounting hardware for $4.99 (assuming it's a Corsair AIO).

https://www.corsair.com/us/en/Catego...s/p/CW-8960046

It's US but should be able to get it for a similar price on your side of the pond.

Aren't those 3400/3200G a Zen 1.5? Would not buy those.
You want the newer APUs with Navi and Zen 2.

Not sure how much power limiting AMD does, I think it disables automatically when OC is enabled in UEFI, lots things used to get set in OC mode, disabled etc.
3600, 3700X will probably again be the most popular if you can OC or XFR/PBO + power unlimit them. You will never get the best binned chips, those are in Epyc unfortunately, the next bin goes to Threadripper and then to Ryzen. So I wouldn't worry about getting the lower Ryzen parts which get lowest bin chips, they cost the least for a reason but offer best bang 4 buck.

Unfortunately it doesn't seem that AMD is pushing prices down (and value up) at the low-mid range, only high end is getting cheaper a bit. 4C-8C costs same as previous Zen.

As for storage that depends on how much you want/can to spend and how space you need
