Ny budget for a new build is $1500 give or take. I have my old 1070ti, but might update it if gpu prices fall soon.

Too much for even a Ryzen 7 3700X build unless you will end up with one of those expensive X570 boards. But, I advice you go for a X570 unless you are willing to flash the right bios on a X470/B450 motherboard. Seems like you are not looking to use PCIe 4.0 feature.

So, you need the rest of the components like PSU, CPU cooler and storage?

By Built-in Benchmark Queen:
My 2.5 years old delidded 7980xe @ 4600mhz all core with 49ns memorylatency (4000c16 twekaed) is faster than 3950x max overclocked on water in every scenario. Pretty good for a ancient cpu
In gaming it has no chance vs my new 10900k @ 5400mhz and 4600c16 tweaked memory. ~35ns memorylatency.

Thank you all for the help! Its a complete new build. My old PC (4790k) will go to the wife or daughter. The keeping of the 1070ti was to maybe save a few bucks. FYI I game right now at 1080 on a 144hz monitor. Don't know anything about flashing a mb without a cpu.

Edit, I threw this together this morning. But thought it may not work.

The RTX 2080 Super is out later in July so the older RTX 2080 will see a price drop so pretty bad idea to buy one at full price now

The RTX 2070 Super is the same price as the old RTX 2070 but is actually a cut down RTX 2080 so its almost as fast as the old RTX 2080 so dont buy an RTX 2080 at full price that would be a waste of money

And if this is a gaming rig you can drop the 970 Evo its not faster or better in any way compared to an 860 Evo

Thanks. Getting closer to what I need. As far as cooling the 3700x, will the stock cooler be ok or get a aio/air heat sink? Also never thought about it, but will I need a new OS? I have the OS on another PC that I won't be using. It was the win 10 upgrate using a wn 7 key I have.

You can get by with the stock cooler for now and see how it goes. I suggest scraping off the stock paste from it and replace it with MX-4 or something.

You can sell the stock cooler after replacing it.
