No need to overclock that CPU.AMD algorithm does the overclocking by itself and does a great job in PC gaming and applications.
AMD algorithm will increase clock speeds when the CPU has electrical, thermal, and/or utilization headroom to spare deemed safe by AMD engineers and the AMD engineers know something about there own CPU's but normally AMD when in idle will set up to 1.5v on CPU for light work loads and lower CPU voltage under heavy work loads.Under light work loads 3700X CPU can boost up to 4400Mhz.
When using any enhanced settings along with windows power plans and certain BIOS AMD will set upto 1.58v(this is the highest I have seen on early BIOS) on CPU and 3700X can boost to 4525 Mhz in light work loads.
Different BIOS along with Windows power plans will have different reading in software.
If you would like to overclock CPU ,go into AMD overclocking section on the Motherboard.There are different sections ,pick AMD overclocking section if you want.
Set CPU to 4300
Set voltage 1300
save,restart and test to see how it works.Not to complicated.Rinse repeat until satisfied.If you want a MAX CPU voltage no one can really answer that 100% certainty but some swear by 1.2850 CPU voltage as max and other 50% say 1.325 max voltages for 24/7 all core overclocks.
