Using 50% of CPU computing power?

I noticed that using Handbrake to compress a video, all cores averaged a 50% workload.
Shouldn't it be 100%?

you mean in the EFI/BIOS? the setting is "high performance".
At OS level there is nothing (to my knowledge) that could be interfering.

Is there any way to check? (I'm on Manjaro)

I mean the power limits in watts in UEFI. I won't give my head but it also MIGHT be related to that you're not on Windows.

it is an interesting theory, will check the UEFI for any lead but I think once the performance are set to "high" (max) the OS gets access to whatever is necessary.
In fact I tried to edit some parameter in the software (handbrake) and I could squeeze up to 95%, so my guess is that unless specifically told to do so, that software will have a "conservative" approach.

I consider the case closed, thanks a lot for your advices!

No matter whether there is power throttling from the BIOS or not, it will never affect the maximum CPU utilization.
You can downclock it to 800mhz and you can still reach 100% CPU load.

There are also CPU profiles and other performance settings in the kernel implemented and limited by boot scripts (mostly in "/etc" but a few in "$HOME/.local" etc.). Manjaro being a branch of Arch has excellent documentation so I'd do a search for a performance guide for your distro.
