There's a command line tool "powercfg" that ships with Windows. Try running the following command at an Administrator prompt and see what it prints:

powercfg /devicequery wake_armed
That should hunt down the device that's causing this.

I got that command from Microsoft's documentation here:

I just update my LAN drivers and now see the Power Management option.

I unchecked "Allow this device to wake the computer", so hopefully that helps.

Well I went from running my OS off of a Samsung 840 pro 256gb SSD to a 500gb Samsung 870 evo NVME drive, and I even did a fresh install.

Yes, I can almost guarantee it is not the mouse but one of the Network adapters in Device Manager. go through each one and click on the power management tab and make sure you do not have "Allow this device to wake the computer" checked. I had this same issue several updates back....

Has Microsoft addressed all of the problems with 1903 yet? I'm waiting for a KB "hotfix" before trying this, some users are reporting that the update deleted portions of other drives where the OS isn't even on for some reason. Not ready for those kinds of problems that can't be undone by restoring to a System Image of only the boot drive.
