No, it's the opposite: you need to worry!

There's something terribly wrong in your screenshot. This was with just Chrome and maybe two tabs open? You should have most of your RAM show up as "available" in that case, but for you it's the opposite and 11G are gone and used by something.

Do you see anything interesting on the "processes" tab? If you can't see anything, it could be something that's working at a very low level and is not visible that way. It could be a driver misbehaving for example, or it could be virtual machine software.

Most importantly, you could have some sort of virus or malware. Your CPU being used at 27% is suspicious, but I guess that can sometimes happen with a web browser and bad pages, or streaming video without getting decoded by the CPU.

About the cache issue, I've only got 2.9GB of RAM cached with 8 tabs in Firefox openned plus some stuff in the background - Steam, Discord, Afterburner, etc. If you ask me, there is some malware on your Disk 0 that is hidden from Task Manager, to make sure just launch the Task Manager, get the Performance Tab and observe it for a minute or two.

Cache is never an issue because it counts as "available" as well. It can be freed at any moment.

When you reboot your machine, cache will start out close to zero. Afterwards, everything that gets accessed on the disk will end up in the cache as well, and the cache will grow. You will end up with "available" and "cached" being the same value after using the machine long enough without rebooting.

You can only look at "used" and "available" to judge if things are fine or not. You can ignore cache completely.

his idle system RAM usage seems high but his cached RAM shouldn't be a concern.

with two Opera windows (one YouTube, other 8 random tabs), MSI Afterburner, HWInfo, two Notepad documents open, MSPaint, and Disk Cleanup running and I'm at 9.9GB cached and 5.7GB used.
