Help figuring out screen saver not activating

This has stumped me for several days now. A few odd issues Ive been having with USB devices, probably not related to eachother and just coincidence. Ive noticed that my screen saver will not turn on if either my logitech racing wheel and/or my logitech joystick are plugged in. The mouse, keyboard, or usb headphones can be plugged in, and the screen saver will work. I found them in the device manager and made sure that "allow the computer to turn off this device to save power" is enabled. Is there anything else I can do? I had originally thought this issue was being caused by my razer mouse and some driver stupidity, because the mouse (its light) also refuses to turn off at shutdown on this new build (but not my last one). However it seems thats not the case. I saw some "powercfg" query posted for the cmd prompt to see what devices are requesting your computer stay awake, and they all said none. Id really appreciate the help, its annoying me.
