Windows 10 Lowers White Level in Lock Screen Images

Anyone else notice this?

I made a custom lock screen image and when it's applied the image loses brightness. I don't mean screen brightness, I mean white goes from RGB 255,255,255 to 213,213,213.

Tested with 20 other images and found the same thing. Is there a fix out there?
