Windows Remote Registry service restarts on its own

Does anybody have any idea how I can resolve the issue with Remote Registry service restarting itself at
every re-start of the computer.

OS is Windows 10 Pro 1903 (fresh installed few days ago). At the start of the computer the Remote Registry
service is disabled (checked through Task Manager), however, after about 10-15 minutes the service is started.
I know that it is started because the Kaspersky Security Cloud (AV) software pop-up shows with the option to
disable the Remote Registry service. Even if I disable the Remote Registry service in the Service menu (set it to
Daisabled) the service is restarted at every re-boot or start of Windows.

I checked all (4) home computers with Windows 10 OS and all have the Remote Registry service disabled.
In my previous installation (1809) I did not notice this issue, or maybe the previous AV software - Avast,
was not sensible to this issue.

Any ideas how can I disable the Remote Registry service, or at least figure it out which application/process
starts the Remote Registry service? Any help would be much appreciated.
.

Can anybody post their settings/findings:

- status of the RemoteRegistry service - is it disabled or running in the service tab
- in Event Viewer/Windows Logs/System - do you have any entry with Event 7040 Service Control Manager
that says something like this:

The start type of the RemoteRegistry service was changed from disabled to auto start.

I checked on all home computers and a few work computers and the RemoteRegistry service is disabled
on all of them, and was not running at any point??

On my computers, it starts about 10 minuts into booting, and then disables itself after 10 minuts. Repeats
with every boot/restart.

All of my events for that event ID and source read;

The start type of the Background Intelligent Transfer Service service was changed from auto start to demand start.

This install is only 3 days old, but they all list like that in that order.

One of 3 things

1) You have a virus
or
2)windows telemetry
or
3)The anti-virus needs remote registry to be on for some reason
