Does it idle at that temp right after stress test or after water had a chance to cool off?

I will check tonight fresh idle temps on a good note the icue software by corsair shows 30-32c not sure if I trust that number when xtu shows way more info such each core temp and they all around 36-40c

Yes it's normal. The H115i isn't that good of a cooler. I have one and I regret it. You need to delid an intel CPU to get decent temps anyway. For a non-delidded CPU your temps are probably better than average.

Also, 30 mins of a stress test is plenty of time to get your CPU to its max temp so saying "only 30 mins" is just misleading.

seems normal. it should then return to the low temp rather quickly after dropping load.
