It's time for another "Should I upgrade" thread: CPU Edition

Greetings all! I hope everyone has been well considering current events.

This inquiry should be pretty straight-forward. I currently play games on a 4k 60Hz monitor being driven by an i7 4790k oc to 4.8GHz and a 1080 ti with 16Gb system RAM. I'm planning on buying the new 3080 ti (or whatever they call it) and the new 48cx OLED from LG in the fall (120Hz). I know playing in 4k is highly GPU-bound and a CPU upgrade would provide minimal fps boost in games. However, my wife's PC usually gets the hand-me-downs and I plan to move the Oculus Rift to her PC when the 1080 ti goes in. My question is, how CPU-bound are VR games considering how important high, stable frames are for a smooth experience? She currently uses an i7 950 at stock. If I upgraded my CPU, she would get the 4790k. Would this make a significant difference in fps for VR games or are they also mostly GPU-bound?
