I have just tested this by temp deleting the post prior to the permalinked one, the results for me are the same. Both the permalinks you provided in your OP still go to the correct post.

Not the previous post to my permalink. My permalinks is just example (that we have different permalink templates - it is not good idea in any case).

The sequence to check is
1. Make permalink to the first post on the page, this for example:
https://www.overclock.net/forum/375-...l#post27718624
2. Then delete some previous post(s), this for example:
https://www.overclock.net/forum/375-...l#post27717794
3. Check the permalink of the first post.
I assume it will be the:
https://www.overclock.net/forum/375-...l#post27718624
