Randomly getting slow ethernet download speeds

I am currently using a Z390 motherboard with an onboard Intel ethernet and I have 100Mbps up/down speed for my internet, there are at random times my main PC can only get 10-20Mbps but still upload at 100Mbps, I've tested this with speedtest.net and fast.com, all other devices Smart TV, Mobiles and even the other PC is getting 100Mbps down speed while my main PC gets 20Mbps, what is strange is that if I either reboot my main PC or just disable then enable the network adapter it fixes the issue. I've updated both drivers and bios to the latest version. Is this a sign that the ethernet port on my board is going bad ?

Things that I've tried-
Change of LAN cable (used 3 different cables)
Latest Intel Ethernet Drivers
Latest Windows 10 Updates
Latest BIOS for my motherboard (F11c)
Directly connecting to the modem

What does Task manager show for your speeds? If something else is hogging all your data speedtest.net and fast.com won't be of much help. Try and get an idea of what if anything is using data on your machine.

No other network activity, what I find strange is that the issue gets fixed by simply disabling and enabling the ethernet port.

Make sure that there's no bundled 3rd party network software that got installed silently.

For example, my board (MSI 990FXA-Gaming) Came with Killer Network Manager. I was having all sorts of disconnection issues and slow hardlined speeds. Until one day I decided to uninstall Killer. And BOOM. Network issues vanished.

None for my motherboard, it comes with an Intel NIC. I am waiting for it to happen again so I can post some screenshots here.

I saw that this isn't the case for OP, but I second this as a general suggestion. Killer Network Manager on one of my older motherboards caused connections issues that prevented me from joining online lobbies in some games for months until I figured out what the issue was. They can cause some really weird problems.

Maybe it's something to do with cFosSpeed. Do you have that installed?
