FX 6300

16gb ddr3 Ram

1TB + 120 SSD

GTX 1060 6gb

FX 8320

16gb ddr3 Ram

Radeon RX 480 4gb

Intel i5-6402p

8gb ddr4 Ram

RX 480 4gb

Which of these builds, allows me to play any game at 1080p and with max setting? Or gets me the closest to that?

I'd go with the one with i5-6502p, which I believe is a Cyberpower Gamer Xtreme?
You should be able to max out most current games @1080p 60hz, with a few exceptions.

The GPU is not as good as the 6GB 1060, but the i5 is way faster than the FX6300, and better than the 8320 as well.
You shouldn't build a gaming PC around a FX6300 at this point.

But honestly, if you could go for a custom build with the i5 and a 6GB GTX1060, I'd like it even more.

If i were to buy the Cyberpower Extreme what would be the smartest upgrade to do down the line?

Add a second 4gb 480 (I don't know if the computer allows for 2 cards)

or replace the 4gb with a 8gb

or replace with a GTX 1060 6gb

Or improve the CPU?

Well, will you be staying with 1080p for a while? Or going to 4k sometime soon?

You will be more than able to find an affordable GTX 1070 on the used market in about a year or so.

The beginning of wisdom is this: Get wisdom. Though it cost all you have, get understanding. - Proverbs 4:7
