what should I do

I am currently running a
cpu: i7 6700k
mb: asus maximus hero viii
ram: 32gb trident z
gpu: evga 980ti
psu:evga supernova 1000
cooling: nzxt x52

I only use my pc for gaming and I am in a dilemma should I upgrade or just wait for now, cause my pc works fine but I also want to upgrade I was thinking new cpu like the amd 3700x or 9900k, a new gpu maybe like the 2070 super or the 2080 and custom liquid cooling.
should I upgrade right now or wait another year?

What resolution to you play at? Your system is still pretty powerful if you are only gaming. If you feel the upgrade itch, upgrading the GPU would make the more noticeable difference.

Sounds like something is up... About a year ago I was running a 4790k with a 980ti and was at mostly high settings on 2560x1440.

What CPU cooler are you using? I would take a bit of time to thoroughly clean the PC with some compressed air and re-mount the cooler with fresh thermal paste.

Is a bit overkill for 1080p. Upgrade to 1440p or higher before you start looking at that kind of hardware.

get this:

Then when the rtx 3080 comes out with 7nm get one of those

PS And probably look out for a cheap 6800k
PS2 nevermind PS! they use another socket

Your CPU is still a very good gaming CPU. You should probably just clean your gpu/PC rather than upgrade anything but if u were gonna upgrade something, the gpu.

We have similar rigs and uses and I just went through the same situation. Mine is a 6700K @ 4.5Ghz and I just got a 2080 Super Hydro Copper and added it to my loop (was GTX 1080) with a 2560x1080 144Hz monitor.
I waited on Zen 3 but didn't enough of a performance jump to justify a new mobo + CPU so I went with a custom D5 / HWLabs loop so I can hopefully wait a bit longer.

Overall my CPU can still handle most games quite well, there are a few CPU intensive games that do cause me to bottleneck a bit such as The Division 2 and Far Cry 5. GTA V and Assassin's Creed also seem to show some bottlenecks for others with a 6700K.

Overall I'm still happy with my performance and an waiting until 2021/2022 if I can to see AMD and Intel's new chips and hopefully DDR5 if we're lucky. I wouldn't bother upgrading unless you're going to a 9900K or 3900X.
