Help a noob out

My current build is

8gb hyperx fury ram ddr3
i5-4690k @ 3.50.
Ga-z97x gaming 5 mobo.
seasonic 100-240vac power supply
gtx 970 windforce.

What i want to do is upgrade the mobo,memory,cpu with

AMD Ryzen 5 3600X 3.8 GHz 6-Core
MSI B450M BAZOOKA MAX WIFI Micro ATX AM4
G.Skill Aegis 16 GB (2 x 8 GB) DDR4-3000 CL16 Memory

is there a better option for 400$ in parts? I plan on using the same case psu etc.

On a $400 budget that's not bad but I would strongly recommend you do not get a 3600x but instead get at least a 3700x so you can be sure you won't have to upgrade again to keep up with next gen ps5 era games on your PC. A 3600x would be below the next gen console spec while a 3700x would pretty much match it.

B-Die and the 3600 non-X, OC the 3600 to 3600X for less money and add a cooler later if you want a different cooler. Ryzen likes low latency RAM and B-Die OCs really well, even if you're not going to be OCing your RAM the out of the box timings are better and it's 3200 vs 3000.
