Pay attention to "with less of a hit on performance" on Ray Tracing.

I guess it works well for everyone since consoles are stuffed full of laptop grade AMD hardware.

I've been saying for almost a year now - if you've not got a lot, save your loot for the GPUs that release after the new consoles. Those are always the series with major gains, and that'll apply more than ever now that consoles are aiming for 30FPS+ 4K ray traced game play.

Yeah, he didn't get the memo on that. The way it's going to work on consoles is a polar opposite of RTX.
And from my understanding they are shooting for 60 FPS.

A Naughty Dog Developers, who works on the Lighting in Uncharted and Last of Us, said on Twitter that it is hardware based RayTracing. They do have a PS5 devkit with a Navi based GPU afaik
