yes, Japanese capacitors aren't necessarily all high-quality, you'd need to have a specific model for that.

Oklahomawolf has retired so only Tazz is left
As for Aris he does reviews for both TPU and TH and he is pretty good reviewer

You have 3 capacitors types to pick from the best being japanese with taiwanese below and chinese below that
The best capacitors was and still are japanese but better quality control with taiwanese and chinese and other factors have made it so it matters less today

So the answer to your question is both yes and no as in yes its marketing hype but no they are still a bit better but not so much that its a huge upgrade
