The 5700 XT is faster than the RTX 2070. So the question would be, is the 5700 XT nibbling at the RTX 2070 Super's heels? The RTX 2070 Super is still faster. So let's hope we get to conquer that card with the fine wine (until the smaller driver team at AMD catches up with Nividia's more optimized driver releases day one AMD's illusory "fine wine" will continue to gain legendary status)!!

My 5700 XT (Nitro+) clock speed keeps randomly dropping. It'll run between 2030 to 2060 normally. Then it'll randomly drop down to 1850 - 1950 for a second. Happens randomly. Sometimes frequently. Not application specific. Not driver specific. Happens on stock settings and modified settings. Temperatures are not causing throttling as TJ, core, memory, VRM's are all below 80c. Thank you.

Could be a few things. Situation becomes bottle-necked by some other part of the system for a moment, GPU drops clocks as it doesn't have to work as hard. Or a spike in power/temperature happens and card down-clocks briefly. Or AMD drivers are not as polished yet. But if you don't see stutter in that moment then there isn't a problem.

In 4 new games, RDR2, BL3, CoD, Fallen Order, I think 5700 XT is faster than 2070 S

I noticed even older titles as well, even titles like fornite that are heavy nvidia favored the gap has closed up alot

No sudden spikes on any reported temperatures. Memory, VRM's and GPU was 60c average. Centre of the GPU was sat at a steady 75-77c. GPU usage 99%. CPU usage low. I've tested in static scenes to eliminate changes in the game which may alter the usage.
