If I have a choice, I'd probably go for Samsung, but sweeping generalizations made earlier aside, I have had no problem whatsoever with oc'ing water-cooled Micron-equipped RTX cards...that said, I do think Micron VRAM is a bit more sensitive to good cooling.

It's been confirmed that Micron cards are way more sensitive to temp compared to Samsung.

But even with the perfect waterblock and near ambient load temp, Samsung VRAM still beats Micron in effective stable OC.

The Samsung chips on my super card I don't think I've maxxed yet at +1000. I just kind of threw the OC on and it hasn't complained at all.

Considering I'm under water I should probably see how fast I can push it but I'm still mostly playing CSGO and buying high end equipment for it to look pretty so it's not pressing.

The drivers kinda suck on the AMD side, FYI. Sometimes it's not bad at all, but holy hell finding good drivers for my VII was a nightmare. Didn't have the early adopter problems with my 5700XT, oddly enough. Nvidia drivers tend to just "werk", at least from my experience with my wife's 1080Ti.

Also, I'm betting AMD will match Nvidia's pricing when they get the performance up there. See also: Threadripper pricing. They know they've got a winner, so yolo.

AMD will do the same thing if they ever get ahead, same with Intel/AMD. Intel abused their position until they slipped up and AMD will likely do the same if Intel don't catch up again.

Honestly I think they need to regulate patent licensing for microprocessor related patents over a certain age. At the moment just the licensing costs to try and compete against AMD/Intel/NV guarantee there will be next to zero competition, if they were required to offer licenses at reasonable costs you may see more competitors. Otherwise the status quo will just continue alternating between a duopoly/pseudo-monopoly.

1080 Ti is not going to get the driver problems because you had 1080 and Titan X(p) out months before.
