You appear to have a fundamental misunderstanding of what is being discussed. Moore's Law does not now nor has it ever referred to instructions per clock (IPC).

I think you need to check your brain in for repair. Until we moved to mutti-core CPUs, all we had were IPC improvements. Well that and clock speed increases but once we got to the 3-4ghz rang clock speeds stayed the same for a long time but IPC still improved drastically right up until about haswell.

I like how confident you are though. I mean your totally in the wrong here but it's cool how you don't let that affect your confidence level.

Mores' Law is that transistor count will double every two years.

It has nothing to do with IPC or any other form of performance in any context.
