Basically. It can be exploited without SGX, but is difficult and unlikely it will.

the guh of it all

- prototype compiler changes, for full mitigation, have produced performance reductions ranging from 2x to 19x.

PS: I noticed that the website changed their nonsense article title, I guess they only needed it to be really clickbaity for the first few days.
i'm not pushing the limits of my parts anywhere near as much anymore, so I rarely install bios updates as it is.

I did notice HP pushed a new bios for all laptops to its support platform the other day though

HWinfo64 says if SGX is enabled and you may be able to turn it off in bios. The bios in my Asus 7700hq laptop lacks that option though :/
That thing is already the loudest pc in my house. If a fix cranks up the cpu usage that thing will go full turbo. Maybe I should just sell it.

How are AMD and ARM susceptible to an attack when they don't have SGX?

It doesn't require SGX, but SGX makes it "easier" because of privileges.

Say goodbye to the monthly Intel security flaw and welcome the weekly security flaw.

I hope WannaBeOCer can shed some light over this like he did over the CSME vulnerability thread. We are hopeless without his guidance.
This was actually discovered last April.
