Welcome to the forum :-).
They did those low TDP test on 3990X(also on 3970X ), 215W looks like sweet spot + 3970X at 180W could be the perfect CPU.
Regarding GPU- I think you should use some low TDP Quadro/AMD Pro GPU with ~4/8GB VRam, [no need for expensive models].
I would suggest 180W 3970X + Quadro RTX 3000 MXM:

While we wait for a video on Linus Tech Tips to come out, check out this new in-depth analysis of the performance profiles, fan behaviour and memory speed benefits from a satisfied customer of ours who ordered his XMG APEX 15 on Day 1:


The more interesting part of the analysis starts at mark 7:11, after the usual hands-on and Cinebench stuff got out of the way. Must-watch for anyone interested in buying this laptop. Show him some love!

(Also, he might upload more content regarding 3D printing in the future, in case anyone is interested.)

I own one of these laptops with a 3950x (purchased from a US vendor) and had few questions for you - I've sent you a PM directly.

3950x would absolutely work for that. Undervolt to 0.95v and set an all core clock of 3.5ghz to keep wattage between 80-90w under load. I think the black ridge is rated for 95w or more so it should be fine.
