4C/4T is struggling, not 4C/8T.
The 1700 is not good for pushing high refresh rate displays, but I think it has a tighter spread from minimum to avg which in my mind would make for a more consistent experience. I can't find any recent benchmarks with it against 4c/8t CPU's to confirm this, but If I was gaming at 60hz, I would choose the higher core count 10 times out of 10.
