OK Guys, I have 2 trails of thought on this.
Jim Keller was at AMD for 3 years and designed the "Ryzen Roadmap" of CPU's to tackle iNTEL and leaves iNTEL because......
A)
He is only interested in design and is not interested in the production and continuous product improvement.
Or....
B)
2012 AMD hires Jim Keller and his team to design a CPU to tackle iNTEL's leading market share
2013 AMD registers CPU Chiplet designs and Infinity Fabric Interconnect patents.
2017 Ryzen is released and Dr Lisa Su kept say "Ryzen is NOT a single CPU, it's ROADMAP"!!!
2018 iNTEL is panicking over Ryzen and hires Jim Keller as "Senior Vice President of Silicon Engineering Group", BIG BIG Title, looks like they want to keep him!
2018 iNTEL 10nm CPU's are overdue by 2 years
2018 Jim Keller begins CPU design for 10nm and 7nm
2019 10nm still not ready, so Jim Keller advises iNTEL to contract TSMC or SAMSUNG or GF for 7nm etc.

C) Jim's a workaholic and doesn't want to give the entirety of his time to a company that is more than capable of taking (and paying for) all of the time he has. Maybe Keller just wanted some life back.

Ryzen is good, but only because manycores. What if it were a 4c8t? Would it be first? With the upcoming arches Intel is making bigger stronger faster cores instead of manycores and apparently adding weak, power efficient cores to get the miscellaneous tasks out of the way of these beastly in terms of speed and power consumption cores. Ryzen will add more Skylake class cores and will do well in those few tasks that spread the load very well. Most can't.

He's a manager anyway, trying to get the people to do what needs to be done one company after another like a frog. If he doesn't like the behemoth's bureaucracy sure he will jump ship sooner rather than later.
This media obsession with managers in US tech companies is silly. They are long done and away from drawing traces day in day out to design something. They manage people, entire departments.

If Intel can't deliver what he needs to fulfill his vision, well bye bye go elsewhere to do something else for someone else. Why try to keep a boat afloat when the whole fleet is sinking all around thanks to a commander who's somewhere safe ashore.

iNTEL gave him a big title "Senior Vice President of Silicon Engineering Group", and he seemed pleased with his teams effort in building-up the core design with sunny-cove. So yes maybe he just wanted to pursue something else, or maybe that big title was not real, he just did not have the influence he that though he would have.

Although Mark Papermaster has recently advised "more cores are coming", Zen3 will not introduce more cores but an instruction-per-clock improvement.
So AMD are aware that they still have to continue to build-up their cores, building-out alone is just not enough.

Yep.
I think that has played a major part, even with the big big title, that was just to fool him into taking the job.
Too much bureaucracy, can't get anything done.

It isn't like pursuing something else, it is more like getting burned out and pursuing putting your life back together that you largely neglected. Leaving a management position to consult on your own time would fit by being an effort to remove a burden from your shoulders while still having your employer desire your services. My uncle did that. The job I got burned out from offered me +40% and may have kept me on in consulting, but I had had it with that black hole of my time.
Maybe I'm just projecting.

Zen's ipc increases are relatively not very significant and are sometimes just latency reductions more than architectural improvements. Ice Lake already left AMD behind and if we had a furnace of an Ice Lake desktop chip we would see that. Ice Lake at 4ghz is like Skylake at 5Ghz, except probably better at gaming with a discrete gpu.

Depends on the workload but for the majority of the workloads aside from gaming a 3300x 4c/8t beats the 10100 4c/8t.

The 3300x beating Skylake in those manycores tests comes down mostly to having better virtual cores. The 3300x is pretty close in games but has a higher clockspeed than the 10100 and consumes over twice the power for the gaming tests. Oh, they used a Polaris gpu to test for cpu limits at 1080p. Guess that explains the 10100 averaging 47c with a stock cooler and an average of 21w power consumption. The 10100 clearly wasn't being stressed, that would explain the lower power consumption than Ryzen.

Ryzen does have better multithreading, which helps with manycores loads.

Zen 2 has 9% better IPC than Skylake and better SMT performance while Skylake has lower latency due to their ring bus. The 3300x has a high base clock but I'm sure both were boosting to 4.3Ghz on all cores the entire time. The issue with Zen in general is that it doesn't clock high and requires more power to clock higher. Coffee Lake is very efficient even though it's 14nm for example a 9900k @ 4.2Ghz on all 8 cores only uses 95w during blender renders. A 7nm chip is more difficult too cool than a 14nm chip.
