As bad as B550 pricing is, Z490 is even worse. The Z490 boards are anywhere from $60-$110 more than the equivalent-tier B550 boards. At least cheap B450 boards are still an option for AMD users, unlike Comet lake buyers.

In terms of positioning in the product stack, that board seems pretty similar to my old Asrock 870 extreme 3 that was $85 back in the day. The extreme was arguably a higher tier board too, with features like firewire, surround audio(analogue, optical, AND coaxial), eSATA, CLR CMOS/POST code display, etc. Wifi isn't worth $40(especially when missing all those features) so in my opinion prices have really gone way up.

YOU need Intel LAN all the way.

Don't waste your time with anything produced by Realtek for lan because you will always face their never ending disasters of driver installs/updates. They built their hardware downwards for cheapness hence all the misery that will follow.

All of Redmond OS's have inbuilt support of Intel hardware from the get go, so when you have that inbuilt support stay with Intel. They never fail when used for anything on any motherboard.

What's wrong with paying that Intel tax for overheating, mediocre performing overclocked 8xxx series CPU's?

Wrong. This isn't 2010. Intel LAN might have better support for some very specific features, but there is no substantial difference in performance compared to Realtek solutions. Killer LAN on the other hand...

As for my issue with stutter during full speed DL, it was borderline unstable RAM OC + BIOS not resetting defaults which I fixed earlier this week.

Unstable RAM can be so tricky to diagnose. I was expiriencing infrequent and random driver crashes(graphics), system hangs, and bluescreens for quite some time. I suspected a bad RAM OC so I ran 2 memtest86 loops and both passed. I ran the windows memory tester and that passed. I ended up dropping everything to stock and the problems went away, then I re-built my OC back one component at a time and the RAM turned out NOT to be stable, despite what the stability testers claimed. The whole experience really shook my faith in synthetic stability testing in general.

About the same as my issue. I did RAM OC with values from 1usmus calculator on temporary windows 10 2004 install, did 500% run with hci memtest and 1hr GSAT. All stable.
Installed windows 10 2004 properly, started downloading my apps while listening to music and here comes the stutter. Latencymon shows 3000+us on ntoskrnl. Downloaded realbench, crazy stutter on heavy multitask mode.
Reset to stock, no difference. Got cmos battery out, tested stock again - all good.
Later just set 7 timings with rest at auto + manual voltage for soc and ram and it's smooth.
