Most windows on buildings, especially modern offices, are fixed. Meaning, they are not operable.
Operable windows in modern buildings usually clash with the HVAC system. If there are any operable windows, they may only open about 10%.
The amount of operable windows would be minimal. Example: 1 Window with 9 panes of glass (A window divided by a 3x3 mullion pattern), only 1 pane would be operable. Likely quite small.
So that wouldn't be an accident.
Unless you break a window, the only area you can fall out by accident is from a roof top. As seen in the image above (if accurate), there is a roof top patio.
However the guard (railing) should be about 1m / 3.2ft (minimum) from the floor. So an accident there is also highly unlikely.
Another area that we could assume to be prone of accidents would be the main roof top (highest level). Likely no railing and just a small parapet (little knee high wall) so tripping is possible here.
That being said, beyond facility management... why would a anyone be on a roof top? Let alone a CEO.
I think its reasonable to conclude, unless the CEO was on the main roof and tripped on the edge... it wasn't an accident.
