On the upside if this could effectively kill social media in the EU that would be great. Instant communication between all people sounds nice in theory but right now the world could use more of a buffer.

Aw c'mon, that could only happen if the people with new authority over content control would let their biases affect their actions.

The meat of the first quote in the official press release (after the obligitory fluff): "but also for the users, whose freedom of expression on internet will be consolidated. This is a milestone for the development of a robust and well-functioning digital single market." might be an ominous statement indicating the intent of central administrative control over the internet, but since nobody lets their biases affect their actions there is nothing to see there. Just some remote governing body setting the framework in place for more effective control. To solve problems and stuff.

If the whole new system of content monitoring and control was subject to bias and corruption they probably would have scrapped it like some guy in the US with a fidget spinner did.

Well twitter will be obligated to filter you (not just the gif) at some point according to the law, as they will see you are misusing their platform.

For OCN, it depends if the law will apply to OCN if isn't hosted in the EU. If its not, then it doesn't violate their laws, but they might block the site.
It it does, than OCN could be forced to block EU, or have to have agreement with sites for cross-links.
It will also be responsible if you post an image from a site that they don't have agreements on, or upload a picture they will need to use some other service to "check" if it violates the law.
