NO not yet. I didn't see anything in the driver notes that would indicate a need to update from 19.7.1
But I've not experience any performance issues with 19.7.1 though.

We're a few post deep and so far we have:

• some inane comment about Microsoft, obviously with the name cleverly transformed;
• accusations of shilling;
• accusations of those accusing of shilling of shilling;
• one hypothesis that AMD's (largely historic) driver issues are actually part of a wider conspiracy by the NV illuminati;
• further hypotheses postulating that both AMD and NV are intentionally degrading performance on older cards.

Never change, overclock.net. Never change.
Yeah, I agree, and it's not only OCN ...

For the latest point, the explanation is far simpler: both NV and AMD drivers teams are struggling, particularly when it's a new arch and both RTX and Navi are.

For both of them, we've seen some big issues. Particularly RTX has been hit by drivers issues, like one can see in gaming forums. On some games, literally only RTX is having issues, later fixed by a new driver, from the whole NV line ! My good old 970 never was hit.

There was even a version that was hogging the CPU, which rarely affects games. Except Hitman 2, which is very CPU intensive. Posts all over the steam forums.

In 2020 it'll get even more fun! Now we just need nVidia to make CPUs so then we can really get the three-way slapfights going.

It is what it is.
