Try using xfce desktop instead of Cinnamon. A Raspberry Pi with 1gb of memory can run the xfce desktop with no problem.

How is this news? It's known that Linux is less dense of an OS than Windows and hardware runs far better on Linux due to this exact reason.

There is next to no difference in performance between the various builds/releases of Windows 10. What small differences there are usually comes down to scheduling adjustments or the ability to workaround the performance issues of some of vulnerability mitigation (retpoline, for example, which can only been enabled on 1809 or later).
