Do you have a MSI 450 motherboard by any chance? I've read about black screens with that board. Have you tried setting pcie to 3.0 from auto in the bios?
Also, have you saved your OC settings in bios, go back to default/stock settings (for your cpu, ram, etc) and seeing if it still black screens?

I know AMD stopped writing drivers with the proper installation flags for win 8.1, of course there may be workarounds, but getting the newest features working while using win 8.1 might be a trick.

Be honest, behind the facade of those things, the real priority is just screwing everyone over in the name of obscene profit & delaying any kind of backlash as long as possible. That's the real world.

I did. In fact, I did a factory reset/clean install of the drivers through their installer, then created a new overdrive profile(complete with fan curve) and saved. Then I restarted; everything in the profile loaded except the fan curve. When I manually load the profile the fan curve still doesn't load. I'm guessing it just isn't saving correctly. Maybe I can edit the XML file directly to see what's up, but setting MSI afterburner to load at boot is easier. The new drivers have 20% as the minimum fan speed instead of 10% anyway, so that needs to be fixed too.

The default fan profile is set correctly. My 5700 XT reference idles at 11xx rpm with 19.10 driver and 20.2.2. The fan limit was always there and is set by the board makers. With 20.2.2 the fan control is finally fixed and the min pwm is enforced. Sure the card can go lower than their limit but some people have reported that the fan would no turn own because of this violation.
