No, this is their professional render which competes with OptiX. Nvidia released OptiX in 2009, AMD released Radeon Rays in 2016.

They're the same, some might just want to use the Radeon Rays SDK/Library instead of a render tool. Radeon Prorender is built on Radeon Rays.

Ah, so it's like Blink vs Chrome. I've used the Prorender plugin for Blender and it was pretty nice. Some things didn't translate directly from Cycles, though. It's too bad it isn't open source anymore, I wonder if that was necessary because they used some patented/copyrighted techniques or something.
